Gulf Consult in association with BOCP Development and SNAFEE (Iraq), Malone Given Parsons (Canada) and Parsons Brinkerhoff International (Kuwait) were engaged to develop the Master Plan for the City of Basra for the year 2035.

The historic City of Basra is Iraq’s third largest city and with its close proximity and access to the Arabian Gulf, it is the most strategically positioned as a gateway for trade and commerce between Iraq and the Gulf Region. With an increase in security and safety in Basra and Iraq generally, city officials are now confident to rebuild the city and restore it to its former glory of the ‘Venice of the Middle East’, a desirable travel destination for the local and global community.

The Basra Master Plan 2035 developed comprehensive strategies to guide future development and growth in the City of Basra and a practical master plan that responds to the needs and requirements of the City over a planning horizon of 25 years. The Master Plan will be used as a framework for modernizing the City, whilst preserving its civil and cultural identity, respecting its religious, cultural and social conditions and ensuring the preservation of important natural environment systems and other significant features.

The Master Plan also provides strategies to be implemented in the near-term to deal with some of the challenging conditions experienced in Basra over the past three decades.
