Construction work had started pre-invasion; work could only restart after liberation following a detailed assessment of potential damage to bridges and flooding of areas below the water table.
Mouchel/Gulf Consult undertook all damage assessment and subsequently full construction supervision. All construction work was completed on time and within budget in mid 1995.
